What do you mean by "admin nav bar"? Are you talking about the fly-out/pop-up menu as you move your cursor over the System Admin button?
If so, then you don't, strictly speaking, really need it. You can click the button to have the main area of the page display the same links.
There are, however, occasional modules that contain links in the pop-up menu that aren't available in the main area of the page. In that's your worry, then I've got to ask:
Which version of XOOPS are you running?
Which browser are you using to access Xoops?
