How can I create blocks which contain text and images?

I am using XOOPS for the first time and tried to figure out how to build blocks on the website containing images and text. I mean like the "Welcome to the Official XOOPS website!" on http://www.xoops.org or the "Welcome to the Official XOOPS Module Repository!" on http://www.xoops.org/modules/repository. I tried modules like freecontent, content and c-jay content, but it seems like these modules just put links to a text on the website!?

its a custom block.

simply you can add images with using "img" tags in dhtml editor.
