Problems with custom block and include php

I am trying to have a custom block at the beginning of the site on the home page contain html content from a web page somewhere else on the server. I have done a lot of serching on the internet for different snippets of code to get it to work but with no success. Does anyone know how to include this in using php? Thank you and Happy New Year!
