Hiring a developer for the first time.

Hi,

I have been familiar with XOOPS for a while now, and have a couple of sites that are powered by it.

I would like to add some functionality and am interested in hiring a developer for this. First though, I would like to get any suggestions or help you guys may be able to offer on how I should proceed, or how I should find developers to do this as this is my first time hiring a developer.
