Different positioning of blocks between groups

Is there a way to arrange the blocks differently between groups. Lets say to have the user menu on top when admins are logged in, but when anyone else is on the site, its the main menu listed first. I tried changing the weight but it changes for all of them. I tried searching, but I couldnt think of a good keyword to work. And the faq's dont say anything about this as far as I read.

The only way I know to do this is by having certain blocks 'disappear' as you move group to group. You can see some of this on my sites (links below).

I dont want the blocks to disappear unfortunately.

You can achieve the desired results using the SmartBlocks module.

Just create two blocks using the same content and assign their weights individually.
