I found , The download module can not use at this version,User can not Download file.

It appears that the download module somehow detects that your files are located on another server.
I'm not using the download module myself, so I don't know whats wrong, but it will at least help a bit to have the right question asked:

The XOOPS Download module says the files are located on another server - what can be done to fix this problem?

turn off hotlink protection in the module preferences.
