I am having the same trouble with permissions as yalion, except that I am on a windows machine. Install first says that mainfile.php is writeable but is not able to so I get

"Could not write into mainfile.php. Please check the file permission and try again."

The permissions are fine, but...??

I am using Rails which was built on EasyPHP. Is there some configuration in Rails that conflicts with Xoops?
