It is a problem many times when a new block is added and if it is to be publicly viewed one has to remember to modify the Annonymous group and any additional groups so they can see it.

Also a problem with assigning block publishing rights to members of your association. When they create blocks they can't assign it because they can't be given Group admin rights since it allows them to change their own global permission.

There should be group permission checks at the Add New Block form (as in the NewwBB2 when adding a Forum) and it should detect and display any new groups added.
