Hi - I am currently using drupal on my site (http://www.centernetworks.com). We are getting ready to finalize the new design and I am getting worried that drupal can't handle what we need.

Here are my concerns:
-- drupal really does not do a good job with categorization
-- drupal blog is very limited and does not appear as robust as say wordpress is.

we will have several content types:
--blog - multiple people, must have categories and an archive of some sort (monthly)
--content - reviews for sites listed as pages currently within drupal.
--forms - feedback, etc.
--story submission form

Is XOOPS a better choice for me than drupal?

XOOPS is so much more flexible than Drupal. I always had a problem with Drupal. Because, all of the sites built on it look the same.

With XOOPS you are free to truly "design" every aspect of your layout. Also the fact that the template and theme system are html + smarty makes the learning curve minute at best.
