I want to have a small database for my family and friends to update DVD and CD database. I would like my friends/family to login and change and update the database. canm this be done by xoops?

But really you should tell us what this database should do. I mean a database is a very common term and basicly says nothing. I am not aware of any specific dvd related module right now ... but it all depends on what you want to do.

Do you want to write an article about every dvd you have and add some pictures? There are plenty modules that could do that. And you can assign permissions to the others to edit those articles.

Do you want a module that keeps tracks of your dvds like who has which one?
