Don't let a user change his profile

When I go to

System Admin --> Edit User --> I can choose a user and change his details

I can change for instance his Name, Email, ICQ number etc.

Can I make it as I am the only one who can change some information of user's profile?

I mean, I want him to change his profile as he wish, but let's say the "Extra Info" is something I don't want him to change - only me can put info in the "Extra Info"

Is that possible to do?
