A full description of the issue:

I want the language selection only visible on the hompe page or on some specified other blocks but if I use the Visible in option in the Blocks Administration it seems to have no effect.

Is there anybody there who can tell me the reason?

Have you set the pages that you wish for the block to display in the Visible In box? You have many options to choose, including Top Page, All Frontside Pages, and installed modules.

If you only wish to have the block displayed on the home page, you would select Top Page.

I do some testing and find out that it works with other themes correctly. So I think this is a special problem of bluebump theme.
