CBB - how can I lock a forum?

I'm using CBB 1.16 with XOOPS 2.0.13.2
My users need to create several threads that only a single person (the poster) can submit and reply to.

In other words, I need to create threads where only one person has permission to post.

I tried locking the topic, but it has no effect!

Even with the topic locked, anyone can reply to it.

Do you have any advice?
