Allowing Users to Run Private Forums

One of my users has asked that I set up a private forum, which I am happy to do. However, it seems that only I can invite people to join the forum, which will be inconvenient.

How can I allow users, or selected users to set up and run private forums, without giving them access to other admin tasks.

I am using Newbb.

Limiting to just one forum and not all forums?

Only option is to move the people with access into a group, and to give access to that group to the forum only.
