Help....move/upgrade/repair Xoops site

I have a site running XOOPS 2.0. The server went down, and now I can't get the admin screen to come up after logging in.

I am preparing to move the site to a new server, and I would like someone to assist me in moving the entire site to the new server and upgrading it to a newer version (2.0.13.1 is available with the new hosting).

Hopefully the upgrade after/before/during the move will fix the problem with the admin page.

The only mod I have installed is the Business Directory, which is packed full (it may need to be upgraded).

Please advise of time/cost required to complete the move/upgrade/repair.
