how do I access the XOOPS username variable from a custom block?

i have a link in a custom block that needs to have a username passed with it, such as "a href="http://domain/folder/file.php?username=****".

i want the XOOPS username of the person clicking on the link to be passed as the username property (****) of the href URL.

can i include files in blocks?

any ideas?
