I had install a new theme in xoops. The themes was successfully apply to each page except the system admin, what should I set to apply the themes to all page?

If you are using version 2.0.13.2 or earlier of XOOPS your theme will not apply to the admin section. Only version 2.2.+ versions support theme in the admin area (unless you go through huge efforts to write themes for the admin area).
