What causes this problem?

Fatal error: Cannot instantiate non-existent class: xoopssecurity in /home/****/public_html/***/html/include/common.php on line 33

Every file seems to be on the right place.

A missing or corrupted file in one of your directories. I would reupload the class, include and kernel folders and see if it fixes it. Look at the line in common.php will give you an idea which file has a problem.
