I can't find anything in the control panel to allow users to upload their own personal avatar. What do i have to do to make that happen?

I don't know what version of XOOPS you are using, but if it's 2.2.3 this is what you do:

Go to admin > preferences > extended profiles > user settings and select yes to allow custom avatar upload.
