The settings you changed will take effect for new users, but users who registered prior to the change (including yourself) will need to edit their account to set the display mode of comments. You can do this by clicking the "Edit Account" link in the User Menu.
That's a nice thing about XOOPS, it allows users to override global comments settins in their account.
