Wrong Display Website slogan

I'm using 2.2.3 Final
my problem is my website slogan display like this .http://61.91.78.231/images/slogan01.jpg

when I look in source code (view > source in IE) all "&" in above picture become "& a m p ;"(with none space) but the other part seem fine (user menu, main menu, module name and other can display in my language properly).
