I've allowed anonymous to view news but not to comment unless logged in.
However how do I stop anonymous from being able to rate a news item?
All I seem to be able to do is either turn rating on or off for all.

Clean install of 2.2.3

Is it possible to stop Anonymous from "rating this story" but allow registered to do so, whilst allowing anonymous to viewing rights to News stories.

If yes - a quick sentance of how would be great.

If No - then is this a mistake that will be fixed in future or is it intentional?

I would be nice to have clarification either way.

Usually this wouled be a module setting in the "news" module itself. What module are you using for your news articles?

1.4, as supplied with the "community pack"

The only option I can find is in the News prefs which is either rating on or off.
There appears to be no option to dissalow Anonymous to rate unlike for comments where you can specifically dissallow Anonymous.

I am not sure, but I think rating of articles is new to the news module (I personally use AMS for articles).

In the AMS preferences I have a setting for "Enable Anonymous Rating of Articles" with a yes/no next to it. If this is not available in News 1.4 I would think that this is an omission that should be reported to the developer as a feature request.
