Is it possible to design a template with DW for Xoops?

I've put together a very basic site using XOOPS blocks, but compared to my old site, it doesn't compare in looks, even tho my old site is basic.

xoops site
mambo attempt that went nowhere

Just wondered how to even begin doing this. Any pointers would be appreciated.

I probably would just want to do sth really simple, like give the whole thing a fixed width instead of the current variable one. And have background image....
