I just applied this patch to my site. The version number has not changed. Did my patch fail? How do I know that this is working or not?

Maybe you've upload old include/version.php. Try to re-download 2.0.13.2 patch, and apply it to your site.

As someone of the devs said, it was only this file missing in the first released patch. So it should be enough to just upload only this on the place of the 'not working properly' one.

I downloaded the patch off the front page of Xoops.org yesterday. If that isn't the right patch then what the heck is? Where do I get the correct patch and why is a broken patch on the blasted front page?

Not a broken patch I'd say, just that version file droped out when packaging first time. In the first patch package that was linked from here one file was missing and when users turned attention of it here in the forums it has been repackaged and it's ok now.

Do you have a link to the corrected patch? What I downloaded off the front page of xoops.orghttps://xoops.org/modules/core/singlefile.php?cid=&lid=119

doesn't have this version.php file in it. I just downloaded it again. Still the same file.
