Our site runs on XOOPS 2.0.13.1 and recently had the eXtCal module for our site calendar and event notifications installed.
I'm probably overlooking something but is there a way to make the calendar accessible to everyone (all site visitors as well as registered members) ??
I looked at the various settings for visibility, permission, etc. and have yet to find the right combination for this result...
Please advise...

If not check the settings in Modules -> eXtcal -> Permissions. It's here where you can give permissions to a site user per category. If you don't use categories it's probably not possible.
If you're running eXtcal in a block then I suggest to check the permission settings for this block.
Last one to check is the Users -> Group setting.
