Once you are ready to move your site you should:
1. close the XOOPS site in administration
2. turn on php debugging
3. make a backup of your database and files just in case something breaks
4. move your files and subdirectories to the new location (usually your ftp tool should do fine for this)
5. edit in XOOPS rootdirectory the file mainfile.php and change the old path to the new one
6. login to your site and switch it on again
On some occassion if you use specific modules that have their own config file you might need to edit those too for the correct path. (one example would be X-IPB) This usually concerns conversions of existing stuff into the world of xoops. Native XOOPS modules should do fine with the move.
Also a search on the forums will help you find several mentions of problems other people might have ran into when moving their site.
