can't make links

I've got some custom blocks on the site and I can't get links to work. If I use the link creator button all that shows up on the site are the tags

?>

The tags are visible on the page but the links aren't? I've gone into html view and I can see the proper code is there between the tags.

Well if it is actual HTML code, save the custom block in HTML mode from the dropdown list at the bottom of the editor.
