Can someone give me some help on building templates for my soon to be site?

Do I write the templates in something such as Front Page, then upload them to my site?

If so, is there a tutorial on exactly the wording to place my modules where I want them?

I'm skilled at writing HTML using FP and DW, but I'm not sure of the text to use to actually place my modules where I want them.

Many thanks in advance.
