can't check "edit users" on group permissions

HOw come i cant check "edit users" at "Modify Group: Webmasters" ? I can check/unckeck all other settings but i can't check "edit users" so i can't, for example, delete users.

any other way to allow that?

This is a list of bug fixes for the next release of 2.2. Not a way to fix your problem, it is a bug.
