Notification block can be toggled to collapse and uncollapse, but at default the notification block is always visible.
Users will not need to set notification options all the time, so therefore the block should not be visible when the page loads.

What I would prefer is the reverse: Even when notification in the module is enabled, I want to show the notification block uncollapsed. The visitor can collapse the block by clicking the plus image. Can this be done? When yes, how?
