What causes the text, not to be adjustable??

I want to make it that my sites text, if people need can be adjusted by the browsers text sizing.
Yet it dosen't change at present, what in this causes it to be a set, text size?

    background-color: #FEFEFE; 
    padding: 2px;
    border-left: solid 1px #d9e2ec;
    border-right:solid 1px #d9e2ec;
    border-bottom:solid 1px #d9e2ec;
    line-height:133%;}


What do I need to change, so it has a default size that can adjusted by all browsers?

Adjusted Texts still odd problems??

I have manged to edit most of my text, to what i wanted.

I just adjusted everything to % instead of px

Only problem if you have a look at my site, is the date settings?

Where abouts in css do i edit the date that is displayed, after the forum names ect?

How do i fix the date size and other large texts in the CSS
