No Admin Menu After Install

I just installed XOOPS 2.0.10 and logged in as the administrator. After selecting the Admin Menu and the page loaded, however, there were nothing on it. It is my understanding that a number of configuration options should be available. Can anyone help me figure out what is wrong? Thanks.

Please do not double post. It makes it very difficult to get relevant search results on the site. See my answer in your other thread.
