Notification problem

I have set up a new site(version 2.0.10) on a remote server (LAMP). I use option PHP-mail. E-mail from webmaster to users works fine. So PHP-mail is OK, I guess. But notification is not working! Not from News, not from Forum and not from Downloads.

I searched for hours and am pritty lost. Has anybody a good idea. What can be the cause and how to solve this issue??

Problem is identified!
After many hours of testing and comparing with other implementations I have identified the source of the problem. It was caused by the Dutch Language Module!!! A considerable surprise, I must say.
