The notifications never worked in my xoops sites since 2001.

Hi,

The XOOPS notifications never but never worked in my XOOPS sites,
the mydownloads, newbb1, newbb2 notifications or any site notifications never work,

and i want know why?
whats settings or what are involving in the notifications?

can be a server setting? or what?
