The SSL login has to be setup by your hosting provider. They will need to configure their firewall for your domain name.
I have not used the XOOPS SSL login, but from experience I know that my hosting provider offers shared SSL certificates. This SSL implementation requires a little setup on the host provider firewall that I can't do myself. Once it's setup by the hosting provider, then everything works as expected. I've used shared SSL's with oscommerce and zencart with no problems.
Never saw much point in doing it with xoops, but then I'm not exactly keeping military secrets on my site either...
