is it possible to set a C-left block and a C-right block to show above center-center blocks in top page?

I have searcehed but found no answer.

You would need to play with the order of the block loops in theme.html I believe. I would think that if the loops were placed before the center center loop they would show above, after they would show below. But I may be wrong.
