Block missing for Module in anonymous blocks admin.

I've added the WF-Quote 1.0 module to my XOOPS site. I have it setup to display a random quote in the center block - center area of all pages.
It works fine for webmasters and registered users, but there's no selection to add this block under the blocks administration for anonymous users.
I've checked the groups options and all groups have module access rights.
Am I missing something, or do I need to email the module creator?

In groups you need to give anonymous users block access/view rights so they can view the block. Module access rights just gives them access to the full module page.
