I created my first custom block! I was stoked to be able to do this. I have it visible to registered users.

However, after logging in, I didn't see it displayed in the center block like I chose. I scroll down, and there it is! However, it is at the bottom of the forum...which isn't where I wanted it to be. I went back in and reset its weight to a 1 in the blocks admin menu. No dice.

Question is this then...how does one get a custom block to display at the top of the page with forum as the top page?

See this Faq Page. You have the opposit problem. This speaks of getting blocks to show under the module content, yours already does so that code you will have to move it up in theme.html.

Is it only the line that is referenced by the FAQ that I need to shift up above? And where exactly do I place it if so?

I found the code but it is surrounded by many
's and 's that, if I removed the single line that is referenced in the FAQ, wouldn't be closed.

Still no go on this...I've tried placing it (the code from the FAQ) in various places and broke my XOOPS install quite nicely each time. Luckily, backups are a good thing.

I'm still wanting to know...even with the FAQ answer...where I am supposed to put that code.
