Take a look here..

Dawn of War Planet

See the drop down menus in the header bar? I want to reproduce these for every theme I create on my new XOOPS converted sites. However, the graphics needed for the menus only show up on the index.php page. Can anyone give me pointers on how to get the images to show regardless of the page/module that is active?

Many Thanks.

The file that "Skins" every page is theme.html in your themes folder. I believe it would have to be located in that file.

Very true, but the images are all called from the java scripts so I think they are relative to the module that is loading. I may need to change the src= in each of the javascript entries to be absolute rather than relative. Unless someone can come up with a better alternative.
