I'd like to include a "Welcome" message available to anonymous users who are just browsing through. Do I have to put this into my theme.html? I don't want it to appear on any other page. I've tried making a custom block for the top-page but when I go to the block management site and select Anonymous user, the custom block doesn't appear in the menu, so I can't select it to go live on the Top Page. Ahhrgg!
