How to create new blocks using smarty templates

I am a new bee to the xoops. I wanted to create a new block in my site having links in it with smarty code. I am able to include code in the blocks using php and html (in the content section).But, how to include smarty code using templates.

I am using os of winxp.
Please help me,
I searched alot regarding this, but couldnot find the apt answer.

I seems it doesn t work. The smyles has not been migrated to the blocks. Does someone have got an hack to do it?
