I would like to be able to place block in more locations, than than the l, r, cc, cr, cl currently offered

what i would like

First row
Header and Banner

Second row
Left block less than 5

Center center blocks 0-1
Module Content
Cneter blocks 2-4

right Blocks less then 5


third row
Left block greater than 5

Center center blocks 5-7
Center left and center right blocks
Cneter blocks 8-9

right Blocksgreater then 5

I can see in the theme how to move them, but i dont see where to change what blocks are pulled in. Where is the SQL which i can limit the reanking to show them in multiple spots
