I'm setting up my XOOPS database and user to connect. I've given the user all the access rights that phpmyadmin allows:
create, drop, etc.

What does the user need exactly?

From what i've seen and experienced, priveleges are usually "all". When a XOOPS site is set up using Fantastico, that's what the default user has.
