Theme will not change...

I have admin menu -> system -> preferences -> general settings -> Update module template .html files from themes/your theme/templates directory? = Yes

I have also cleared my cache, tried firefox and IE and it still shows the default theme.

Any help?

and the settings for
Default theme and Selectable theme are set to what?
