1. Can anyone tell me what template XOOPS uses?

2. Can anyone tell me what template the French site uses that is listed in the article: "New French website powered by XOOPS" or at: http://www.librairie-robinson.com

You mean theme?
Xoops.org uses the default theme with some changes to the CSS to give different colours

The French site's theme looks like a 7Dana creation
