Are the feature requests here reviewed by the developer? Do I need to post/send an official request?

Usually, they are viewed and perhaps noted - but the best way is to submit a Feature Tracker item on sourceforge.net

This forum is there so that you can discuss feature requests and maybe get some input from others before making the formal request.

I have seen your banner request, but I doubt that we will be doing much about that specific area in the XOOPS core.
The reason for that is that there are much better solutions out there that just needs a bit of code inserted in a block or theme.html - and even if the desire is to use the XOOPS framework for administering the banners, this should be in a separate module and not in the core.
