I just can't seem to find the feature where to state that non-members (people who are not registered nor logged in) are denied to post or reply to a new topic. (And I don't mean the option where registered users can or cannot post anonymously, this is already turned off...) Can anyone help me out here?

In newbb admin click on "forums" tab at the top and then click the edit icon next to any forum.
