Unable To Connect To Database

I have installed XOOPS on 2003 Server with IIS6 and PHP4 and the install routine is error free until the last step of connecting to the MySQL database then it returns the message it cannot connect. I have created a database in Mysql, created a user and right now that user has all rights available - globally can do anything. After XOOPS returns this error when i go into MySQL Admin and look at connections there is the connection from the XOOPS install appearing still as a connection! The DB I created is just a blank DB with no tables or anything. XOOPS says it cannot connect; but MySQL shows it is connecting even though the routine has been closed down in XOOPS install php page. Can someone tell me where to proceed from here?
This is not a hosting situation; these apps are on my server here locally.
