Getting rid of the popup menus

Some time back I saw a post on how to comment out a few lines to disable the popups while in the administration panel. Anyone know how to do that off the top of their head? My searches haven't turned up much, but I know it's here somewhere.

yes u can disable it
go to include/layersmenu.js and open it with a editor ( like notepad)
find the " setleft " function and comment it
the pop up dont show either
