I am working on a new diving website.

I have a problem regarding group permissions.

I have added a new group called 'Chief Editor' which should contain people who have access right to all the admin parts except 'system admin rights' so i tick of all the other boxes.
When this user log's in and then goes to http://www.mysite.com/admin.php they get:
Sorry, you don't have the permission to access this area.
But if i tick of just one of the boxes in 'system admin rights' the can go to the admin.php page.

It is a site running 2.0.7.3 version of Xoops.

I have made the same on a site running an 2.0.6.x version and there it works as i think it should, that means without any 'system admin rights' boxes ticked of.

Could anyone please tell me if i am doing something wrong, or there is a bug in the system.
